Troubleshooting Syncing Photos and Messages

Enable iCloud Messages on your Devices:

On the the iPhone and the Mac, enable Messages in iCloud.

On the iPhone:

Go to: Settings
Tap: Your Name (Top Item)
Tap: iCloud
Select: Show All... button
Tap: Messages (so that it is green)
