Regarding the USB-C to lightning cable provided in the box with iPhone 13 mini.

I have a Anker 313 charger, which according to the spec sheet, will deliver 45W if the device being charged supports it.

I have an iPad Pro, which according to the spec sheet, will charge at 45W if the charger is capable of it.

I have an iPhone 13 mini, which comes with a USB-C to lightning cable. what is the rating of this cable? Will I get the full 45W, if I use this cable with the Anker 313 and iPad Pro?

ios devices will not be able to take advantage of such much watt cabability

but it will not harm it in any way

Watt  is like how fast your car can drive, but the speed limit is how fast your car do drive

the iphone draw as much current as it was build to use when charging, the fact that a charger can provide a lot more just means it's not having its full capacitive used
