ibjust got temporary state id, while waiting for license to come. Apple should accept this.

As it's not clear what you're attempting to do exactly, here are a couple of points for clarification:
Apple Pay, used for in-store contactless payments and for purchases online, requires the following to set up where supported per Set up Apple Pay:
"To use Apple Pay, you need:
- A compatible device1 with the latest version of iOS or iPadOS, watchOS, or macOS.
- A supported card from a participating card issuer.
- An Apple ID signed in to your Apple device."
- In some states in the US it's possible to add your ID card to Apple Wallet, described at Add your driver's license or state ID to Apple Wallet. If this is what you're attempting and it doesn't work then per that site, "If your driver's license can't be added, contact your state issuing authority."
