iPhone won't allow me to set up new Apple Watch

I have an iPhone 12 running iOS 16.2. I have recently purchased a Apple Watch series 7 and am trying to pair the two together to set up the new watch on my phone, however when I hover the camera over the phone a notification pups up saying 'iPhone out of date. This Apple Watch requires a newer version of iOS". I click learn more and apples website tells em I must be on iOS 16 or higher, I am on iOS 16.2?

When I try connect my watch manually I enter my watch number, enter the code on the watch, my iPhone thinks about it for a second and then I get a notification pop up saying 'Pairing failed, Your Apple Watch couldn't pair with your phone"

What am I doing wrong?

Try to update your iPhone, you can update your iPhone to iOS 16.5.

You need about 6 GB device storage and good Service and/or Wi-Fi.

If they are On, turn Off Hotspot & VPN.

Charge the battery > 70%.

Go to Settings -> General -> Software Update -> Download and Install.
