Remove all three versions of CleanMyMac.
Remove Norton.
Remove Cocktail.
Remove Funter.
Remove the torrent client.
I don’t know what WEJ2EEAS is, but it looks sketchy.
Whole lot of smart card stuff here, too.
I’d get Gatekeeper going again, too.
Read and write speeds aren’t all that great for an SSD, either. Whether that’s other apps installed, or an issue with the SSD?
Given the problem description and all that’s installed here and the torrent client and Gatekeeper disabled, I’d assume this system has some malware. Torrents have their place, certainly. Torrents are also a common source of malware for macOS. And torrents can provide substantial I/O loading and can saturate links and storage, when not correctly configured for local requirements.
Given all I see here, I’d back up, back up again, erase, and re-install. I’d leave the Gatekeeper built-in anti-malware enabled, migrate over files and documents and not apps, re-install current apps from known-good sources, and leave off the add-on cleaners and add-on anti-malware.
