As far as I know, you can’t change the battery— you have to get a new iPad mini 4! But it is relatively inexpensive.

Your iPad mini4 is still within hardware support with Apple. Apple doesn’t supply original parts outside of its own network of Apple Authorised Service Providers, or for self-install.
You can arrange for battery replacement via the Genius Bar at your local Apple Store or Apple Authorised Service Provider (AASP):
