Apple TV App not displaying Library

This appears to be an ongoing multi-year issue, even into 2023, and Apple Support so far has been no help. I spent the time on a call and provided the debug data. I've tried all the workarounds posted on the topic and worked with support over the phone with some of the workarounds. The issue affected a brand new device that had never been signed into previously and was not recovered from a backup.

I have a large library - close to 2800+ movies, 100+ tv shows, and have a separate iCloud account and iTunes account. My iTunes account was established in 2003, long before Me/iCloud was a thing.

I have the following devices:

iPad Pro M1

iPhone 14 Pro

5 Apple TV's - all 4K

Mac mini - M1

With the Apple TV app, I am unable to see my Library on all devices, except the Mac mini - M1. I download and keep all purchases on permanent storage.

From the Apple TV app on the devices where the Library is missing, I can however search for a purchased movie and stream it from within the Apple TV app. The download icon is displayed, however it is not functional.

On the Apple TV 4K's, I can go to the Intune Movies/TV Shows app, and see my Purchased library and view the movies/shows from there.

On the iPhone/iPad, I can go to Purchased, however I am not able to view a list of purchases - I always get "The request timed out." I can individually searched for a Purchased movie, view and download it to the device. I can then see the downloaded movie/show in the Apple TV App Library (and just what has been downloaded.)

The Apple TV app and iTunes have always had their quirks, but it's just in the last several months that this inexplicable issue has happened. Essentially Apple has made is super convenient to purchase media, but they have made it super inconvenient to actually enjoy the purchases, especially while traveling. Yes, there is a clunky workaround, however downloading specific movies that I have to search for is far from intuitive - especially with a 2800 movie library. I really want the ability to see my library at a glance like I used to. It seems like the iTunes Store app provides the best experience, but I gather that its days are numbered - especially since there is an embedded store in the Apple TV app.
