Apple Watch pairing family member
I have tried to set up my Apple Watch for a family member using family sharing but it’s not letting me. Any help ?

I assume you mean "Family Setup." If so, did you already setup Family Sharing and meet the requirements in the 'What you need' section of:
Set up Apple Watch for a family member - Apple Support
What step does it fail on?
