Start your claim here if you have AppleCare with Theft and loss coverage: File a claim if you have AppleCare+ with Theft and Loss coverage - Apple Support

If you do not have a plan that includes theft and loss, or did not meet the requirements (Find My enabled, etc.) then you’ll just have to buy a new phone.
