It will not let me add storage because my account has been disabled in iTunes

When I try to buy more storage it says my account is disabled in iTunes

iPhone 12 mini, iOS 16

There is a payment issue with your account that you have to resolve by actually talking to someone at Apple; you can’t resolve this on your own. See the instructions here on how to do that→Your account has been disabled in the App Store and iTunes
