I forgot the passcode to my old iphone 4s, is there a way to factory reset it?

There is, but the iPhone 4 is a older 3G device and just about every carrier is no longer even providing a 3G signal, so it is unlikely that you will be able to use the iPhone for much.

In addition, very few apps will be able to run on the ancient iOS version on the iPhone 4.

For what it's worth, Apple classifies the iPhone 4s as Obsolete in terms of support.
