Hi. I want to change country for my account in App Store from USA to Russia. But i have $0.23 on my balance and cannot spend it before. Can you reset my balance manually? Thanks!

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, use this link to ask the iTunes Store staff to zero it.
