How do I offload the iOS 15 on my IPhone

Can you clarify for us what you mean by offloading iOS 15? We want to make sure we fully understand what you're wanting to achieve.

If you are seeing an iOS update downloaded to your device in your device storage (Settings > General > iPhone Storage) and would like to remove that to clear storage, then you should be able to tap it while on the iPhone Storage screen and choose "Delete Update." That should remove the update and open that storage space up for you.

If your iPhone has already been updated to iOS 15 (if unsure, can find that in Settings > General > About), it cannot be offloaded or removed for security purposes.
