Account disabled from the App store and ITunes

Hello, When i try to download a app it say my account is disabled from the App store and iTunes i need to fix this issue.

You can't fix it yourself. Click here and contact Apple Support at a time they're open; if the link doesn't have an option for your country, use this form.

When "your account has been disabled in the App Store and iTunes," there is an issue with the payment method.
