Share sheet on macOS Ventura is missing entries

Hello,

I am currently developing a macOS application which should include a share extension to register my app as one available option the share menu.

However I could not get it to show up there. I then realized that more apps, even system default apps like Reminders or Simulator from Xcode is not shown there for me. I am currently on 13.1. In system settings -> Privacy -> Extensions -> Share the only options listed are Notes, Add to photos, Contacts, Add to reading list and AirDrop, nothing else.

Is this a know bug? How can I enable all apps? The list is also not scrollable I just tried that so this is definitely only the items listed above.
