This type of message keeps popping up on my screen and I have been unable to find a way to block the message. I have never clicked at the bottom out of fear that it will mess up my phone so I usually lock my screen and restart my phone. How do I stop these messages?

Those are what's called a "flash message". In theory, they are something that only carriers can use but, there are some ways around it. There is no way I know of to block them, though you might try asking your carrier.
The good news is that nothing bad will happen if you simply tap "Dismiss".
