Photos stucks at importing new items (Ventura 13.0.1)

I can open Photos and see the new items on my phone, but after I click the "Import New Photo" button, it stuck. The progress never moves and it shows "Importing 0 of the 901 items".


This issue happens since I updated my macOS or IOS. I have restarted my iPhone and mac several times, changed a different cable, repaired the Photos library, and tried to import photos from my wife's iPhone, but nothing worked.


My mac is Apple M1 Macbook Air 13' macOS 13.0.1; My iPhone is Iphone 13 iOS 16.1.1

As a test: Can you import some photos from the iPhone with Image Capture to a folder on your Mac? And then from this folder into Photos?

This will tell you, if there is a general problem with importing from the iPhone or with the media on the iPhone. If you can import photos from the iPhone with image capture, and Photos can import them,try importing to a new, empty Photos Library in your Pictures folder, to check, if your current has a problem, Where is your current Photos Library stored? On an external volume?

Yes, import from Image Capture works, but import image from local to Photos stuck. I am pretty sure it's not an issue with Iphone, it's about Photos.


And the Photos Library is located on an external volumn. It's hundreds of gigabytes but my external SSD still have more than 200G spaces and I have no issue reading or writing to it.

While it isn't inherently assured that an update will resolve the issue, updating to the latest software version for your device can help isolate potential software issues.

You may want to check the file system format of the external volume. It should be MacOS Extended (Journaled) or APFS. And the external drive must not have been used for Time Machine backups. The external volume should have a wired connection. Even if you could previously work with a library on an incompatible drive, Ventura will no longer import to a library that is on an incompatible volume, where the library could get corrupted. I tried but it doesn't work. I also tried to import a photo in my Mac to Photos and it didn't work either, so I don't think the issue is related to iPhone.


I tried safe mode, but it doesn't have “Continue in Safe Mode.” when I hold shift key. It just have "Continue" and the mac boot normally.
