Found an Ipad in a truck that was bought at auction that has Apple ID activation lock. How can I unlock it?

I tried resetting back to the factory settings and it is still locked. Contacted Apple support and was told the only way to remove the Activation Lock is to have the original Apple ID information or the purchase information to submit a request. I obviously don't have any of that information since it was found in a purchased vehicle. Is there any other way that I ca go about getting it reset or do I just have a paper weight?
