How can I get the IOS 16 with full storage

Update using a computer. Here are 2 links, choose the one for your computer.

I would suggest you make room on the iPhone.

Move things out of the iPhone and delete old content you no longer need.

It's never a god idea to run a device with no storage available at all.

Even when installing through a computer iOS 16 will still need some storage to install and run.
