I have gone to “edit list” in weather app and removed Cupertino and New York, then pressed “Done” and closed app, but upon re-opening it, both cities are back in the list. I have XR with iOS 16.0.3. How do I remove these permanently?

Works on mine. Can't help further except delete the app and re-install it
