I have removed my son from my Apple ID family, as he is now 19. However any app, or in app purchases he makes, is still being taken from my bank account. How do I stop this please?

If you are still getting charged, you either did not correctly remove him or your payment method is added to his Apple ID.

Thank you for your reply. I simply followed the instructions for removing a family member.

What instructions did you follow exactly? These instructions: link-> Remove someone from Family Sharing - Apple Support

If no, what exactly did you do?

Nowhere did it direct me beforehand, to anything relating to payment methods or his future purchasing.

It wouldn't as its not expected for you to have added your payment method to his account. If you did, then you would have done it outside the scope of Family Sharing. So no way for the steps linked above to consider that.

Once removed from Family Sharing his purchases would no longer be charged to you if everything was done normally.

I don’t have access to his phone to change his payment method, so am unsure where to go from here.

If you did add your payment method to his account, then the only place to go from here to ask him to actually remove it form there. Did you actually add the payment method to his account? This would have needed to be a manual action on your part. It does not happen automatically. Do you remember doing this?

I’m just hoping that I can stop it, before these escalating payments, coming out of my bank account, land me in debt.

Are you sure these charges are not something you yourself subscribed to? How do you know the charges are related to your son specifically?

You can check your own purchase history and subscriptions and cancel anything you need to cancel.
