My Iphone Xr cannot update to IOS 16. It keeps on saying that IOS 15.7 is up to date.

You might have the iOS 15 beta installed still. You need to uninstall that first, then the option to update to 16.0 will appear :) You can uninstall it from settings>general>vpn & device management
