Download what exactly?

You can access iCloud Drive directly form the Files app on your iOS device.

You can turn on iCloud Photos in Settings->Photos to download any Photos stored in the iCloud Photo Library.

You access things stored in iCloud from the relevant Apps such as Notes, Contacts, Calendar and Email.
