I have a ipod touch that has been sitting in my mother's closet for years. It needs ios 4.2.1. How can I find and install it?

Since iOS 4.2.1 is the latest update available for your 2nd gen iPod Touch, you can connect it to a PC or Mac and use iTunes/Finder to update it. Update your iPhone, iPad, or iPod touch with iTunes - Apple Support
Updating your iPod over the air isn’t possible as that functionality came about in iOS 5 and later.
