if you have an  older version of iOS that was not installed on your phone—

Home Screen > Settings > General > iPhone Storage

Scroll down to the bottom of the list to see if there are any old iOS update listings(?)

If yes— tap on the old iOS update, then tap to Delete

If you are currently running ios 12.5.5,you do not have a 6s, you have a 6 (or a 6 Plus). The 6 and 6 plus can’t run anything higher than 12.5.5.

If you do have a 6s, you can only update to the current version, which is ios 15.6.

Go to Settings>General>Software Update
