Activation lock

i have an iphone 8 my cousin found in an E-recycling center, and it isn't reported stolen or anything and it has the setup screen as if it were brand new but the activation lock prevents me from proceeding. All i want is for the device to be wiped or even return the info on the phone to the previous owner i just want it clear with no apple id or data. Is there a way i can contact apple for help on this ?
