Hotspot
ios11-phone and desktop are connected but I cannot get internet. I have rebooted both devices, reset network on both devices - still no internet.!

Does your service provider support cellular hotspot....
it is carrier specific according to you plan—call or check on line with your carrier if in doubt.
How to set up a Personal Hotspot on your iPhone or iPad
