As explained in Use Control Center on your Apple Watch:

Turn on the flashlight. To turn off the flashlight, swipe down.

Yes, in addition to the other two posts, you can swipe left or right to change the mode: Flashlight(White), Blinking Flashlight(White), Red(Dimmer flashlight).
