An Apple Pencil is “always on” - although when motionless and undisturbed, its Bluetooth radio will be shut-down to a low-power state to reduce battery depletion. As soon as the built-in accelerometer detects movement, the Bluetooth radio will become active.
It is recommended that you keep a second generation Apple Pencil docked with your iPad whenever it is not being actively used. Doing so will ensure that the Pencil battery is optimally charged - and, importantly, is protected from deep discharge.
An Pencil set-aside, unused and/or uncharged for an extended period, will fully deplete its battery - potentially leading to irreversible battery damage. As Apple Pencil is sealed for life, if the battery is damaged or fails, the only remedy is replacement of the Pencil itself.

That is, I'm afraid, the nature of it- the Apple Pencil will always be discharging. You can turn off Bluetooth, which will slow battery drain, but the best thing to do is to keep it docked and charging at all times.
