When all else fails, reinstall the OS. Have you considered that?

Remove the add-on VPN, restart your Mac, restart your Wi-Fi router, and try again.
Add-on commercial firsr-few-hops VPNs can cause all sorts of weird problems, beyond the obvious capabilities available to the any of the folks interested in centralizing and collecting all sorts of data from VPN users.
Have you rebooted? if not; do so. If that doesn't. work start in safe mode and let it sit for a few minutes then restart normally and retest.

I did both and still nothing
Removed VPN nothing changed
Are you certain your ISP isn't experiencing an extended outage?
No, internet is working fine on other devices.
Apple diagnostics doesn't work it gives me -1005D error. I also think it's a hardware issue.
