If you don't get the Add card option when clicking the (+) icon and instead just get the "Learn More" screen, check that your iPhone is set to a region where Apple Pay is supported: link-> Countries and regions that support Apple Pay - Apple Support

Go to Settings->General->Language & Region->Region.
