Multiple MiFi Hearing aids and iPhones on one Apple ID

My spouse and I both have iPhone SE3G phones running iOS 15.4.1. We share a single Apple ID. We both have MiFi hearing aids, mine are Resound her's are Oticon. If her hearing aids are connected with her phone mine will not connect to my phone and vice versa. If her's are connected and mine are turned off my phone shows that my hearing aids are connected to her phone. If I do the Forget This Device and re-pair my devices with my phone her devices cease connection to her phone. This seems to be associated with Audio Handoff or Control Nearby Devices. I've tried disabling both settings in both phones with no luck. What am I missing?

Turns out sharing a single Apple ID is now a problem. According to the customer service team the behavior I found is a direct result of sharing a single Apple ID across devices. This seems to be a change implemented recently in iOS. I suspect it's in regards to the push for Family Sharing and Apple's desire for everyone to have a unique identifier.
