Reset my iPad Air because giving to a family member and he doesn’t have an Apple ID so we tried to create a free iCloud Apple ID and wouldn’t allow us after multiple tries on different days. Restarted iPad, router, and still not allowing us. At times it said server was down. Please help.

Just resetting it will not work. If you follow the above, the recipient will be able to set it up as a new device and create an Apple ID in the process.

and creating the account there, then setup the iPad using the new ID. If it still doesn’t work, let me know.
