In order to have the interface language (menus and dialogues) In Luganda, you will have to ask Apple to add it via

For a keyboard in iOS devices, you need to search the App Store. Check the Keyman app.

For a keyboard in MacOS, you can search the App Store or the internet in general or make one yourself with an app like Ukelele.

On your iPhone, open Settings ➡️ General ➡️ Language & Region ➡️ Add Language: Find Luganda and add it to your iPhone.

That doesn't really do anything for a language which is not listed under Language Support or Quick Type Keyboard Support in the iPhone tech specs.
