I want to buy an app but currently only have my mothers old card on the family plan’s file that I am unable to verify. I have tried all the ways I am able to update payment methods to use my own card, but the edit area is grayed-out and when I changed it on my Apple ID account online it did not update on the app.

If your mother is the family organizer, only her credit card can be on file. Buy/redeem Apple Gift cards to the account. Charges will be deducted from the account balance before the organizer's credit card is charged.
