I have a verizon phone a friend gave me, can I change to att

Go to Settings/General/About and see what it says for Carrier Lock. If it says No SIM Restrictions you can put an AT&T SIM in it.

If the iPhone is Carrier Locked then you cannot.
Change Carrier on IPhone
