Can I use family sharing with an Apple Watch SE that DOESN'T have cellular?
I'm interested in using the Apple Watch SE with family setup, but do not want the cellular version. Will that work?

According to the 'What you need' section in::
Set up Apple Watch for a family member - Apple Support
You need "An Apple Watch Series 4 or later with cellular,* or Apple Watch SE with cellular, with watchOS 7 or later.
* A cellular plan isn't required to set up an Apple Watch for a family member, but is necessary for some features."
Admittedly, that is as clear as mud, but I heard that the family setup failed for people who tried setting up a GPS-only watch. As far as why, you will have to ask Apple. Use the 'Get Support' link at the top-right corner of this page.
