I bought a phone that is not connected to a carrier but my current carrier states the phone needs to be unlocked before they will send me a new SIM card

I bought a new phone from Apple that is not connected to a carrier, but my current carrier states the phone needs to be unlocked before they will send me a new SIM card. How do I unlock the phone from no carrier?

You need to contact the carrier it is locked to and ask about their unlocking policy→How to unlock your iPhone for use with a different carrier - Apple Support

If you bought it directly from Apple and did not finance it through any carrier plan it should be unlocked.
