send as a text message not an option on iPad 2

I have a older iPad 2 and I'm not able to send or receive messages to Android users on it. I get the ! NOT DELIVERED but there is no option to send as a text.

That is correct. The iPad cannot natively send/receive text messages SMS/MMS. You need to have an iPhone also and configure the iPhone for text message forwarding, How to forward SMS/MMS text messages from your iPhone to your iPad, iPod touch or Mac - Apple Support
