If it's just the passcode, you can reset the device by connecting to a computer. If you forgot your iPad passcode - Apple Support
If it's the Apple ID and password, you'll need to have the owner of the Apple ID unlock the device. Activation Lock for iPhone, iPad, and iPod touch - Apple Support
