Change payment on lost of card
How can I change my payment method when I lost my card and still have an outstanding purchase

If you are logged into a device, tap your name/Apple ID, select payment and shipping, select add new payment method, enter new card info. Then delete old card and that will make the new one primary card and clear your charges.
