delay in receiving text messages

I am having a intermittent issues having delays in receiving sms text messages from all contacts and noncontacts how do I fix this ? I am using A iphone Xr with ios 15.3.1 is this A Known issue?

Report the issue to your phone carrier sms is their feature.
