You have an iPhone that is locked to a cellular service provider which is different to the one the SIM card you are using is for.

If you don't know the provider it is locked to you will not be able to unlock it. If you bought a used iPhone, ask the person that sold it to you. Only the service provider that it is locked to, can unlock it.
