You would need to completely disconnect your Apple TV from HDMI and power. Then connect to your laptop using a micro usb cable and reconnect power. You would need to be running iTunes, at which time the Apple TV will be discovered as a device and allow you to restore. Make sure the micro usb is capable of data transfer, and if it was originally bundled with another device it may only work with that device.
