Imessage won’t work after unblocking

What would cause iMessage to stay turned off after blocking a contact and what should I do to try to get it back on?

What happened:

I blocked an Android user but that number kept texting me so I called a friend that had an iPhone to test my phones ability to block. I blocked my friend and verified they were blocked. Then unblocked them, but iMessage won’t reconnect. It is still green 12 hrs later. I have turned the phone off then back on but nothing changed.

iPhone 7 Plus, iOS 15

To activate iMessage and FaceTime using your Phone number

First, check to know whether you have an SMS plan enabled at least for One SMS with your carrier. Contact your Carrier (Cellular Service Provider) the agency that issued the SIM to you

If your iPhone is used with a carrier not found in the wireless carrier articles, make sure you can send and receive international SMS. (One SMS Only)

If you can't turn on or sign in to iMessage or FaceTime - Apple ...

If the above process does not work then simply disable WiFi and enable iMessage over 4G
