Currently my mom, brother, and myself all share one iCloud account. If my mom were to create a new account for her phone and my brother goes under her new account. Would she be able to get all the pictures, contacts, etc. that’s on my iCloud account?
You would have to share the images and she would have to import them.
Each user should have their own Apple ID. Separating them out can cause data loss, but that can usually be mitigated.
