My watch is frozen

I recently received my iPhone 13 and transferred everything from my 10. Before going to bed. I realized that my watch wasn’t paired. When I started the process, the white apple appeared on the black screen with a progress circle around it.

the circle progressed to about one eighth complete and stopped.

after waiting about 10 minutes I attempted to restart the process….no effect.

I eventually went to sleep with the watch on and the phone on the nightstand. No change in the morning.

I have no way to turn the watch off or restart the process. My watch, at this point, is a paper weight.

Any suggestions?
