Can Siri use to change the tv channel?

My local cable company. When I use the app to watch tv, I can ask Siri to change channels. Outside of the app, I can ask Siri to open any other app on my Apple TV. Otherwise, Siri cannot be used to change channels on your TV, just within Apple TV apps.

Possibly. The Spectrum App allows you to change the channel to anything in the cable line up when streaming through the app.
