It looks like no one has responded to your question. Here are a couple things that might help others answer your question:
Please provide as many details as you can and thanks for using the Apple Support Communities!
Remove the old iPhone listing from the vehicle. If it appears on the iPhone after you restored from a backup, remove it from there as well. Then put the vehicle into discovery/pairing mode, and turn on Bluetooth on the iPhone to put it into discovery/pairing mode. It should work then.
