If you have a subscription, you are normally required to have a credit card on file. If you are trying to add to your account balance, buy/redeem Apple Gift cards to the account.

Apple Card -

Gift Card - can’t redeem. *

App Store & iTunes Gifts - Resend *

Or if you aren't in Family Sharing.

Apple ID - Add funds to your ID *
